Os governos de Fernando Henrique Cardoso são considerados responsáveis por uma forte redução do Estado através de políticas de contenção dos gastos públicos, as quais atingiram também as Forças Armadas. Inversamente, os governos de Lula da Silva apresentaram um discurso desenvolvimentista, que, supostamente, favoreceu o investimento nas Forças Armadas, invertendo as tendências das gestões anteriores. O artigo faz, a partir da leitura de dois textos do cientista político João Roberto Martins Filho e de dados estatísticos da SEORI, a análise crítica (...) e comparativa entre os governos citados em relação aos investimentos – e somente em relação aos investimentos – em Defesa Nacional, na manutenção e modernização das Forças Armadas. In Brazil, the CNPq provides grants, funds and fellowships to productive scientists to support their investigations. They are ranked and categorized into four hierarchical levels ranging from PQ 1A to PQ 1D. Few studies, however, report and analyse scientific productivity in different sub-fields of Biomedical Sciences, e.g., Biochemistry, Pharmacology, Biophysics and Physiology. In fact, systematic comparisons of productivity among the PQ 1 categories within the above sub-fields are lacking in the literature. Here, the scientific productivity of 323 investigators receiving PQ (...) 1 fellowships in these sub-fields of BS was investigated. The Scopus database was used to compile the total number of articles, citations, h-index values and authorship positions in the most cited papers by researchers granted CNPq fellowships. We found that researchers from Pharmacology had the best performance for all of the parameters analysed, followed by those in Biochemistry. There was great variability in scientific productivity within the PQ 1A level in all of the sub-fields of BS, but not within the other levels. Analysis of the most cited papers of PQ 1 researchers in Pharmacology revealed that the citations of researchers in the 1C and 1D levels were associated with publications with their senior supervisors, whereas those in the 1B level were less connected with their supervisors in comparison to those in 1A. Taken together, these findings suggest that the scientific performance of PQ 1A researchers in BS is not homogenous. In our opinion, parameters such as the most cited papers without the involvement of Ph.D. and/or post-doctoral supervisors should be used to make decisions regarding any given researcher’s fellowship award level. O artigo procura analisar o tema da espiritualidade diante de eventos catastróficos, investigando como a educação pode contribuir para a reconstrução das mazelas provocadas por tais episódios. Na formação docente é importante levar em conta a consolidação da normatividade e a expressividade do sentido como meio de compreender como os traumas e catástrofes tomaram-se parte do nosso cotidiano. Eles vêm ocupar um lugar vazio de sentido, pois as pessoas só se sensibilizam diante de imagens chocantes. A discussão gira em torno (...) do pensamento de Viktor Frankl, especialmente a partir de sua obra “A Presença Ignorada de Deus”, prevendo a contribuição da espiritualidade para a discussão do tema na perspectiva hermenêutica. O dilema situa-se em uma educação que permanece na reprodução de modelos ou uma educação que desperta os educandos para visualizarem novos horizontes, permitindo que novos saberes aconteçam nos ambientes escolares, entre eles a espiritualidade que auxilia em “saber expressar” e “saber prevenir”, ou saber priorizar o sentido do humano em todas as ações. Nesse caso, a educação pode colaborar na discussão sobre a relação da espiritualidade com as catástrofes, oportunizando a compreensão da realidade espiritual através da hermenêutica e, assim, as possibilidades de tratamento do tema de forma a não separar os sujeitos dos acontecimentos que os condicionam a agir daquela forma. Nessa perspectiva, a educação tem seu potencial humanizador reforçado, ao tecer entrecruzamentos entre a educação e a Logoterapia, discutindo o tema numa dimensão emancipadora. Assim, a espiritualidade na educação tem como pretensão dissipar o frio existencial, fazer derreter o inverno gélido do coração do homem contemporâneo nas suas relações pessoais e comunitárias. A espiritualidade amplia a discussão na dimensão acadêmica, para que esta venha a criar dispositivos que contribuam para a formação integral do ser humano. Palavras-chave: Espiritualidade. Educação. We address current needs for neogenomics-based theoretical and computational approaches for several neuroscience research fields, from investigations of heritability properties, passing by investigations of spatiotemporal dynamics in the neuromodulatory microcircuits involved in perceptual learning and attentional shifts, to the application of genetic algorithms to create robots exhibiting ongoing emergence.

The article addresses the treatment given to the notion of subject in Slavoj Žižek and Robert Kurz. Without aiming at a synthesis between the two radically opposed positions, they are played against one another in order to reveal the unidimensional stances and false steps in the field of the constitution of the struggle for a concrete negation of capitalist society.

Successful accounts of analogy in law have two burdens to discharge. First, they must reflect the fact that the conclusion of an argument by analogy is a normative claim about how to decide a certain case. Second, they must not fail to accord relevance to the fact that the source case was authoritatively decided in a certain way. We argue in the first half of this paper that the common view of the structure of analogical arguments in law cannot overcome (...) these hurdles. O revezamento de protagonismo de um dos Três Poderes, em determinado momento histórico, é sazonal; acarretando o aperfeiçoamento de mecanismos que recomponham o equilíbrio (freios e contrapesos - checks and balances). Ocorre que a crise dos Poderes Estatais dificilmente é diagnosticada pelas próprias instituições, que se escoram no discurso de “estabilidade institucional” para evitar mudanças. A simples positivação de direitos e garantias fundamentais, também chamada por Marcelo Neves de “legislação simbólica” ou “legislação álibi”; somada à adoção de ritos meramente formais (...) nos processos pelos Três Poderes, sem que se atenha aperspectiva substancial ou à efetividade dos princípios constitucionais - identificada como “procedimentalismo” por Lênio Streck e Écio Oto Ramos Duarte - acaba por acarretar verdadeira letargia institucional. O estudo do valor é indissociável da análise dos conceitos de bom e Bem, pelo que qualquer base metodológica que lhe sirva de alicerce tem de partir do exame destes. Assumindo os riscos do sem-sentido, recusamos uma redução relativista do bom predicativo a bom atributivo e de bom a bom para, bom do ponto de vista de, bom relativo a, e avançamos para a discussão de algumas tentativas de identificação do bom, nomeadamente com o prazer, o desejo e o escolhido. Seguindo-se o esforço de mostrar como bom é insusceptível de uma remissão para o psicológico ou para o subjectivo, o ensaio procura evidenciar a ideia de Bem como o conceito fundamental e indefinível para a compreensão do bom, a partir da sua estruturação teleológica. Propomo-nos, portanto, estabelecer bom = aquilo que remete para o Bem, sendo o conceito de valor o reflexo da relação mediada com o Bem, indissociável do domínio ético. Por fim, consagra-se a possibilidade de uma nova fundação de um método na teoria do valor baseado nos preceitos alcançados, distinguindo-se o estudo do valor em analítico, substantivo e prático. The study of value is inseparable from the analysis of the concepts of good and the Good, so any methodological basis which serves as groundwork must take from these. Assuming the risks of non-sensicality, we propose to refuse a relativistic reduction of predicative good to attributive good and of good to good for, good from the point of view of and good-relative-to and discuss some attempts to identify good, particularly with pleasure, desire and choice. Following the effort to show how good is not liable to be ascribed to the psychological or subjective, the essay seeks to highlight the idea of the Good as the fundamental concept - therefore undefinable - to understand good as from its teleological structure. We therefore propose to establish good = what refers to the Good, and the concept of value as one which reflects the mediated relationship with the Good, inseparable from the ethical. Finally, we establish the possibility of a new foundation of a method of the theory of value based in the reached percepts, distinguishing between analytical, substantive and practical inquiries on value. Este artigo intenta apresentar uma visão panorâmica da complexidade histórica das relações entre sociedade, estado e meio ambiente no Brasil. Argumenta que a genealogia dessas relações evidencia uma trajetória não linear, multifacetada e conflituosa. Há diversas tradições no palco dos confrontos políticos atuais: o Brasil se destaca por uma longa história de destruição, que remonta ao início da colonização do território, mas também por uma fértil tradição de pensamento conservacionista, significativas lutas socioambientais, e pelo pioneirismo nas pautas globais em prol (...) do ambiente. Recuperar e valorizar a complexidade das relações entre sociedade e ambiente pode ser um ato decisivo na construção de caminhos futuros diversos para a questão socioambiental no Brasil, projetando e demonstrando a riqueza e o vigor de diferentes atores e práticas dissonantes. Accountability is a cornerstone of the governance of artificial intelligence (AI). However, it is often defined too imprecisely because its multifaceted nature and the sociotechnical structure of AI systems imply a variety of values, practices, and measures to which accountability in AI can refer. We address this lack of clarity by defining accountability in terms of answerability, identifying three conditions of possibility (authority recognition, interrogation, and limitation of power), and an architecture of seven features (context, range, agent, forum, standards, process, (...) and implications). We analyse this architecture through four accountability goals (compliance, report, oversight, and enforcement). We argue that these goals are often complementary and that policy-makers emphasise or prioritise some over others depending on the proactive or reactive use of accountability and the missions of AI governance. In this paper we propose that the term skill acquisition, as commonly used in traditional psychology, and the philosophy, education, movement science and performance development literatures, has been biased by an organismic asymmetry. In cognitive and experimental psychology, for example, it refers to the establishment of an internal state or representation of an act which is believed to be acquired as a result of learning and task experience. Here we elucidate an ecological perspective which suggests that the term skill acquisition (...) may not refer to an entity but rather to the emergence of an adaptive, functional relationship between an organism and its environment, thus avoiding an inherent organismic asymmetry in theorizing. In this respect, the terms 'skill adaptation' or 'skill attunement' might be more suitable to describe this process. (shrink)

The EU proposal for the Artificial Intelligence Act (AIA) defines four risk categories: unacceptable, high, limited, and minimal. However, as these categories statically depend on broad fields of application of AI, the risk magnitude may be wrongly estimated, and the AIA may not be enforced effectively. This problem is particularly challenging when it comes to regulating general-purpose AI (GPAI), which has versatile and often unpredictable applications. Recent amendments to the compromise text, though introducing context-specific assessments, remain insufficient. To address this, (...) we propose applying the risk categories to specific AI scenarios, rather than solely to fields of application, using a risk assessment model that integrates the AIA with the risk approach arising from the Intergovernmental Panel on Climate Change (IPCC) and related literature. This model enables the estimation of the magnitude of AI risk by considering the interaction between (a) risk determinants, (b) individual drivers of determinants, and (c) multiple risk types. The present article is framed within the biosemiotic glossary project as a way to address common terminology within biosemiotic research. The glossary integrates the view of the members of the biosemiotic community through a standard survey and a literature review. The concept of ‘semiotic threshold’ was first introduced by Umberto Eco, defining it as a boundary between semiotic and non-semiotic areas. We review here the concept of ‘semiotic threshold’, first describing its denotation within semiotics via an examination on the history (...) of the concept, its synonyms, antonyms, etymology, usage in other languages and context in which it is used. Then we present a general overview of the survey among researchers, analyzing the difference in responses for the concept of ‘lower semiotic threshold’ and related concepts. From the answers we also review the difference between the general usage of ‘semiotic threshold’ versus its specific use within biosemiotics, and attempt to make a general synthesis of the concept taking into account what we have learned from the survey and the literature review. The EU Artificial Intelligence Act (AIA) defines four risk categories for AI systems: unacceptable, high, limited, and minimal. However, it lacks a clear methodology for the assessment of these risks in concrete situations. Risks are broadly categorized based on the application areas of AI systems and ambiguous risk factors. This paper suggests a methodology for assessing AI risk magnitudes, focusing on the construction of real-world risk scenarios. To this scope, we propose to integrate the AIA with a framework developed by (...) the Intergovernmental Panel on Climate Change (IPCC) reports and related literature. This approach enables a nuanced analysis of AI risk by exploring the interplay between (a) risk determinants, (b) individual drivers of determinants, and (c) multiple risk types. We further refine the proposed methodology by applying a proportionality test to balance the competing values involved in AI risk assessment. Finally, we present three uses of this approach under the AIA: to implement the Regulation, to assess the significance of risks, and to develop internal risk management systems for AI deployers. This volume serves as a reference on the field of cognitive semantics. It offers a systematic and original discussion of the issues at the core of the debate in semiotics and the cognitive sciences. It takes into account the problems of representation, the nature of mind, the structure of perception, beliefs associated with habits, social cognition, autism, intersubjectivity and subjectivity. The chapters in this volume present the foundation of semiotics as a theory of cognition, offer a semiotic model of cognitive (...) integration that combines Enactivism and the Extended Mind Theory, and investigate the role of imagination as the origin of perception. The author develops an account of beliefs that are associated with habits and meaning, grounded in Pragmatism, testing his Narrative Practice Semiotic Hypothesis on persons with autism spectrum disorders. He also integrates his ideas about the formation of the theory of mind with a theory of subjectivity, understood as self-consciousness which derives from semiotic cognitive abilities. Studying the origin of semiosis is a task obscured by terminological and metaphysical issues which create an ambiguous set of definitions for biosemiotics when referring to the concept of emergence. The question is, how emergent can semiosis be? And what are the conditions for semiosis to be an emergent of a certain type? This paper will attempt to briefly deal with the general terminology of emergence from a philosophical point of view and will discuss the characterization of semiosis as an (...) emergent phenomenon based on the distinctions made by Bedau, Kim and Chalmers. Accordingly, we will consider the possibility of strong and weak emergence in an attempt to bring some clarity to what it means for something in biosemiotics to be an emergent and how the philosophical concepts play out when applied to biosemiotic research. In inquiring into the metaphysical status of semiosis, we change our semiotic theories to correspond to the assumptions contained in the elementary objects of our theories. This being the case, the way semiosis–the constitutive element that it is for semiotics–is taken to be with regards to its possible ontology, will conduct to different research objects for the long-term investigation of its origins and necessary conditions. El objetivo de este artículo es presentar una reconstrucción de la teoría de los grupos dereferencia. La teoría, desarrollada por Robert K. Merton, ha sido largamente utilizada enlos más variados campos de las ciencias sociales, aunque con escasa o nula consideraciónmetateórica hasta ahora. La reconstrucción atenderá a la presentación que de la misma serecoge en sendos artículos de su libro Social Theory and Social Structure, de 1968, a saber:“Contributions to the theory of reference group behavior” y “Continuities in the theory (...) ofreference groups and social structure”. Para presentar esta reconstrucción me apoyaré en elinstrumental de la Metateoría Estructuralista. Después de una consideración informal de lateoría, serán presentados sus modelos potenciales, modelos, modelos potenciales parciales,sus aplicaciones intencionales y algunos comentarios acerca de la noción de “grupo de referencia”en lo que respeta su carácter relacional y disposicional. This paper seeks to analyze the construction of ethics in sexuality research in which qualitative methods are employed in the field of social sciences. Analyses are based on a bibliographic review of current discussions on research methods of queer theory and on the authors' own experiences of past research on sexuality. The article offers a theoretical perspective on the ways ethnography and in‐depth interviews become methods that can rely on a consensual method and create a politics of intimacy between the (...) researchers and research participants. The politics of intimacy may contribute to the production of a politically engaged knowledge while escaping from the moral matrix that usually governs the relationship between researchers and research participants. It is argued here that the researcher's sexed and gendered body matters for fieldwork; that the consensual method among participants may be employed in sexuality research as a fruitful tool; and that the relationships created among researchers and participants can pose a challenge to predetermined ethical guidelines in research. As a result, discussions problematize the existence of a politics of intimacy in sexuality research that is characterized by ethical relations among research participants. (shrink)

In this paper I wish to add a small pinch of skepticism to an otherwise productive point of view. Briefly, the question to be asked is: Is there any proper and fair connection between the logical abstraction of signs, genetic expressions interpreted as signs and the animal usage of (...) signs? And how do we go about answering this? Instead of attempting a negative account of the possibility of an evolutionary view of biosemiosis, I will attempt to make an argument in favor of skepticism as a way to make a more fine-grained distinction across the areas where biosemiotic thinking seems to have some impact. The aim is then to find philosophical strategies to overcome this skepticism when possible, while also raising some awareness about the possible limits of current biosemiotics regarding the ideal evolutionary chain of signs. Ultimately, the idea is reexamining some core assumptions of the biosemiotic point of view at its most general, accounting for some possible ways in which theory may move forward. The potential incompatibility of theoretical standpoints between some of the different approaches that may be taken is, it will be argued, a desirable outcome for biosemiotic research. That is, the way we deal with the possible theories on the evolutionary continuity of signs will also affect our different research programs, and having a nuanced philosophical discussion on it can only contribute to the expansion and clarification of where different positions within biosemiotics currently stand. The advent of Generative AI, particularly through Large Language Models (LLMs) like ChatGPT and its successors, marks a paradigm shift in the AI landscape. Advanced LLMs exhibit multimodality, handling diverse data formats, thereby broadening their application scope. However, the complexity and emergent autonomy of these models introduce challenges in predictability and legal compliance. This paper analyses the legal and regulatory implications of Generative AI and LLMs in the European Union context, focusing on liability, privacy, intellectual property, and cybersecurity. It examines (...) the adequacy of the existing and proposed EU legislation, including the Artificial Intelligence Act (AIA), in addressing the challenges posed by Generative AI in general and LLMs in particular. The paper identifies potential gaps and shortcomings in the EU legislative framework and proposes recommendations to ensure the safe and compliant deployment of generative models. (shrink)

Even though the link between perceived corporate social responsibility fit and corporate reputation has received much attention from scholars, this tradition has ignored that the underpinnings of this association vary depending on the particular characteristics of each industry under study. To delve into this matter, we investigate in the increasingly relevant context of controversial industries how PCSR-fit could enhance corporate reputation and which are the mediating mechanisms of this association. Our academic contribution is twofold. First, we find that controversial sectors (...) indeed can increase corporate reputation through CSR activities. However, we find that to achieve this goal, the nature of PCSR-fit should be different than what extant literature indicates, because companies in these settings should directly focus on avoiding or reducing their inherent controversial harm or impact. Second, we evidence that “CSR initiatives' legitimacy” and “situational skepticism” mediate the PCSR-fit and corporate reputation relationship in CIs. Therefore, we further unravel the underpinnings of this association to advance what we know on the matter and aid practitioners in this particular context. (shrink)

The article argues that AI can enhance the measurement and implementation of democratic processes within political parties, known as Intra-Party Democracy (IPD). It identifies the limitations of traditional methods for measuring IPD, which often rely on formal parameters, self-reported data, and tools like surveys. Such limitations lead to the collection of partial data, rare updates, and significant demands on resources. To address these issues, the article suggests that specific data management and Machine Learning (ML) techniques, such as natural language processing (...) and sentiment analysis, can improve the measurement (ML about) and practice (ML for) of IPD. The article concludes by considering some of the principal risks of ML for IPD, including concerns over data privacy, the potential for manipulation, and the dangers of overreliance on technology. This target article presents a taxonomy of perceptual completion phenomena to organize and clarify theoretical and empirical discussion. Nowadays, that part of Amazonia which is situated on Brazilian territory is more and more the focus of attention for communication methods and the international agenda. This enormous expanse of land covered by tropical forest of unequalled beauty, extending over several Brazilian states, possesses an extremely rich biodiversity, with a vast potential reserve of natural resources of all sorts, and inspires admiration as well as inevitable greed. The intensification of human activity in the region has given rise to problems such (...) as deforestation and a resulting loss of organic matter whose importance has yet to be properly evaluated; it has also led to conflict between the different local groups, such as the indigenous population, gold prospectors and the big landowners, and to the degradation of quite extensive areas, thus provoking questions on how best to promote sustained development in the region. Although we may find the concept of anomie in Greek thought, it is since Durkheim that the concept begins to be used specifically as a sociological concept. However, a theory of anomie only becomes consolidated since “Social Structure and Anomie” by Robert K. Merton (Merton 1938). The theory becomes important and conquers its space in the rest of the century as one of the most productive theories about deviance. In this study, based on a contemporary conception of scientific theory, that (...) of the structuralist metatheory, a reconstruction of Merton’s approach is proposed, allowing to make explicit the deep structure of the theory. In this article two series are analyzed: Black Earth Rising and Queen Sono, shows that are about African realities from an African perspective. The findings in this article show that both series address social and political issues such as neocolonialism, neoextractivism, internal colonialism, racism, inequality, justice, self-determination, corruption, violence, peace, memory, necropolitics, mental health, and decoloniality. I also argue that the shows could be used as pedagogical tools to raise critical consciousness in a wide public regarding the social and political (...) issues addressed. The research in this article has been conducted with a qualitative methodology, using both shows as case studies and using content analysis and bibliographical research. The analysis of the series is based in the discussion of critical theory and decoloniality approaches and authors, especially from Latin America and Africa. Furthermore, the analysis of popular media is a relevant effort to decolonize knowledge, using alternative and non-academic sources to produce and socialize knowledge. (shrink)
